จดหมายเปิดผนึกชมรมเพื่อประชาธิปไตยไทยถึงโอบาม่า - ร้องส่งเสริมปชต. และสิทธิมนุษยชนในไทย

กราบเรียน ฯพณฯ ประธานาธิบดีบารัค โอบาม่า

พวกเราในนามของชาวไทย-อเมริกันซึ่งสนับสนุนให้ประเทศไทยเป็นประชาธิปไตย ขอแสดงความยินดีต่อ ฯพณฯ ที่ได้รับเลือกตั้งซ้ำเข้าดำรงตำแหน่งประธานาธิบดีอีกเป็นสมัยที่สอง

ในโอกาสที่ท่านเดินทางไปร่วมการประชุมสุดยอดเอเซียตะวันออก ณ ประเทศกัมพูชา เราใคร่เรียนขอร้องให้ท่านได้โปรดแสดงออกอย่างมุ่งมั่นระหว่างการเยือน ประเทศไทย สนับสนุนให้มีการรักษาสิทธิมนุษยชน และส่งเสริมประชาธิปไตย เฉกเช่นที่ท่านจะกล่าวปราศรัยในการเยือนพม่า

แม้นว่าการพัฒนาประชาธิปไตยจะมีความคืบหน้านับแต่การเลือกตั้งทั่วไปในปี พ.ศ. ๒๕๕๔ ซึ่ง น.ส.ยิ่งลักษณ์ ชินวัตร แห่งพรรคเพื่อไทยได้เข้าไปเป็นนายกรัฐมนตรี นายกรัฐมนตรีหญิงคนแรกของไทยท่านนี้เป็นทั้งนักประชานิยม และสนับสนุนธุรกิจเสรี เธอตั้งเป้าหมายปฏิรูประบบเศรษฐกิจการตลาด และสร้างความปรองดองในชาติ ทำให้เราคิดว่าเรื่องร้ายๆ ได้ผ่านพ้นไปแล้ว เราหลงคิดว่าการที่ น.ส. ยิ่งลักษณ์ชนะเลือกตั้ง หมายถึงประชาธิปไตยได้ฝังรากลึกอย่างดีแล้ว แต่ทว่าเราเข้าใจผิดถนัด

เรากลับได้เห็นพลังทมิฬของการต่อต้านประชาธิปไตยรวมหัวกันออกมาพยายามโค่น ล้มรัฐบาลที่มาจากการเลือกตั้งอีกครั้งหนึ่งจนได้ คราวนี้ใช้องค์กรที่เรียกตัวเองว่า พิทักษ์สยาม เป็นหัวหอก คนเรานี้กระสันที่จะให้มีการรัฐประหารขึ้นอีก ผู้นำของกลุ่มนี้บอกว่าอยากแช่แข็งประเทศไทยไว้สักสี่ห้าปีจะได้นำประเทศ กลับไปสู่แบบแผนการปกครองสมัยโบราณ

เราไม่แน่ใจนักว่าพวกเขาต้องการดึงประเทศให้ถอยกลับไปไกลเพียงใด กลับไปสู่ยุคสมบูรณายาสิทธิราช หรือว่าจะไปถึงยุคที่มีการถือครองทาสในเรือนเบี้ย

ดังที่ท่านทราบดีว่าประเทศไทยถอยหนีไปจากการปกครองในระบอบประชาธิปไตยช่วงหก ปีที่ผ่านมา นับแต่มีการรัฐประหารเมื่อ ๑๙ กันยายน ๒๕๔๙ ยึดอำนาจจากรัฐบาลของ พ.ต.ท.ทักษิณ ชินวัตร

ตลอด ๖ ปีที่ผ่านมา การเมืองการปกครองของไทยหมักหมมไปด้วยวิกฤติครั้งแล้วครั้งเล่า เราได้เห็นกลุ่มการเมือง “เสื้อเหลือง” ต่อต้านประชาธิปไตยที่โกหกตัวเองว่าเป็น “พันธมิตรประชาชนเพื่อประชาธิปไตย” ซึ่งก่อกวนปั่นป่วนเพื่อให้รัฐบาลที่มาจากการเลือกตั้งพังทลาย เปิดทางให้ทหารทำการยึดอำนาจ ด้วยการชุมนุมปิดกั้นรัฐสภา ประท้วงในบริเวณทำเนียบรัฐบาล และยึดสนามบินนานาชาติสองแห่งไม่สามารถดำเนินกิจการได้เป็นเวลานาน

มาคราวนี้เป็นพวกที่ไม่ต้องการประชาธิปไตยกลุ่มใหม่ในนาม “พิทักษ์สยาม”

ฯพณฯ ประธานาธิบดีที่เคารพ เราขอกระตุ้นท่านได้โปรดแสดงออกอย่างแข็งขันระหว่างการเยือนประเทศไทยให้การ สนับสนุนขบวนการสร้างเสริมประชาธิปไตย และการรณรงค์เพื่อสิทธิมนุษยชนในประเทศไทย เนื่องจากยังมีนักโทษการเมืองที่ถุกจองจำ และถูกปฏิเสธกระบวนการยุติธรรมตามหลักสากลอยุ่อีกจำนวนมาก โดยเฉพาะอย่างยิ่งผู้ต้องหาตาม มาตรา ๑๑๒ ของประมวลกฏหมายอาญา

ห้าทศวรรษของการปกครองโดยคณะทหารในพม่าทำให้เราเห็นได้แจ้งชัดว่ามันทำให้ ประชาชนทนทุกข์มากมายเพียงใด เผด็จการทหารไม่ใช่หนทางที่ถูกต้องอย่างแน่นอน ประชาชนไทยไม่ต้องการเช่นนั้น เราขอให้ท่านแสดงให้ปรากฏอย่างหนักแน่นว่ารัฐบาลทหารเป็นสิ่งไม่พึงประสงค์ ของสหรัฐอเมริกา และประชาคมโลก เราขอให้ท่านผลักดันรัฐบาลไทยให้ดำเนินการปลดปล่อยนักโทษการเมือง และให้ความเป็นธรรมแก่พวกเขาตามหลักนิติธรรมสากลเช่นเดียวกับนานาประเทศ อารยะ ไม่เช่นนั้นประเทศไทยไม่สามารถอ้างได้เลยว่าเป็นประเทศประชาธิปไตย

เราขอขอบคุณอย่างสูงที่ ฯพณฯ กรุณารับฟัง และตั้งใจดำเนินการดังที่เราร้องขอ

Dear President Barack Obama:

On behalf of the Thai-American who support democracy in Thailand, we would like to congratulate you on your recent re-election to the office of the Presidency of the United States.

As the date for your trip to the East Asia Summit in Cambodia draws near, we would like to urge you while being in Thailand to speak publicly and strongly in support of human rights and democracy in Thailand, just as you plan to do so in Myanmar.

Even though there was progress in the democratization in Thailand starting from the election of the first female Prime Minister, Ms. Yingluck Shinawatra in 2011, who was a populist and pro-business, who promised a private sector reforms, and reconciliation, we thought the worst had passed.  We thought that the Thai democracy seemed to take root with the landslide election of Ms. Yingluck Shinawatra, how wrong were we!

We now saw the dark force of anti-democracy has gathered and at work to topple the democratically elected government just like in the past again, this time under the name of Pitak Siam (Protecting Siam).  The group would love to see a coup. The group leader would like to see the country being ‘frozen’ for a few years and wanting the return to kingdom’s old day.

We are not sure how far back they wanted us to return--- did they want to return us to the absolute monarchy, or to the time when we still had slaves?

As you know in the past six years, Thailand has regressed from her democratic path--- starting with the 19-September-2006 military coup, which toppled the democratically elected government of Thaksin Shinawatra.

During these six years, we saw political crisis after political crisis.  We saw the anti-democratic force the ‘Yellow Shirt’ under the name of ‘People Alliance for Democracy (PAD)’ trying to destabilize the government and trying to create conditions for military coup by blockading the parliament, seizing the Government House, occupying and closing the 2 International airports.

Now came a new anti-democracy movement, Pitak Siam.

Dear Mr. President, we urge you while in Thailand to give a strong support to the democratic process.  We urge you to support human rights cause in Thailand since we’re still have political prisoners who were refused due process, especially those charged with Criminal Code 112.

History of five decades of ruinous military rule in Myanmar told us that the military rule is not the path.  It causes suffering to the people.  Thai people would not support it.  We believe neither do the world.  We strongly urge you to make sure that any military rule is not acceptable to the United States and the world communities.  We urge you to urge the Thai government to free or give all political prisoners due process, as any civilized and democratic countries would do.  Without it, Thailand cannot claim to be a democracy.
